Sharing results of investigation into spam accounts

I banned 25 "suspected" spam accounts from my keybase team and thought I'd share the results.

Every single one of these accounts matched ALL of the following characteristics, unless specified otherwise:

- No linked social media accounts whatsoever
- Exactly 3 or 4 devices (except [newtonandreas](https://keybase.io/newtonandreas) had 5)
- Stellar address
- Bitcoin address (except [matchpool](https://keybase.io/matchpool) and [salimtokn](https://keybase.io/salimtokn))
- Generic-sounding description (except [vyusedcak](https://keybase.io/vyusedcak) is in a foreign-to-me language)
- All had "My FOO Device" (where "FOO" is "Windows", "iOS" or "Android"), except [12mateo](https://keybase.io/12mateo), [corinnagarvin](https://keybase.io/corinnagarvin), [darrickboren](https://keybase.io/darrickboren), [jeromychandler](https://keybase.io/jeromychandler), [kailabarth](https://keybase.io/kailabarth), [omunro](https://keybase.io/omunro). (All exceptions except one had device name based on account name.)

Start by reading the investigation report and its linked account profiles. The issue names no files, tests, or entry point and does not request a specific change, so the desired action and completion criteria would need to be established with maintainers.
