Windows Installer Fails

When the user with administrative permissions downloads the .msi installer for Windows and double clicks on it, they get an error associated with the unpacked installer put in the user's temporary directory. This error results from scenarios where Keybase is or isn't installed. See attached pictures.

There appears to be no way to manually extract or execute that installer, or put the OS in a state where the installer .msi executes.

Windows10 Pro 1903

Start by reproducing the failure on Windows 10 Pro 1903 with the downloaded .msi, checking both states where Keybase is installed and not installed. Compare the error involving the unpacked installer in the user's temporary directory; done means the installer executes successfully in both scenarios.
