The "People" tab shows 1 notification. As far as I can tell, this notification has absolutely nothing to do with people. Instead, it's asking me to create a "paper key."

There's no way to snooze/dismiss this notification. There is an orange dot in the place where the "x" close button would normally be, but it doesn't do anything when I click it.

I was able to finally get it to go away by creating a paper key and then revoking it.

Research direction

Start by reproducing the notification in the People tab and compare it with the paper-key notification flow. Done means the paper-key notification is not incorrectly presented as a People notification and can be dismissed or cleared without creating and revoking a paper key.
