Path Payments Error when issuing new tokens on the stellar wallet.

Description
If you have an issuing account of a token, key base will not let you create more of that token by paying someone with it.
For example I have this issuing account and an account that has trusted it.

But if I actually try to send the account money this error path payments error shows up, even though I am paying directly in and sending one asset.

The same error happens in the cmd line.

However if you try to make these transactions with the stellar transaction builder

and then sign and submit them to the network it works fine.


This seems somewhat curious because If I try path payments with other direct assets for instance (AnchorUSD->AnchorUSD), it works fine.

Research direction
Reproduce the failure using the Keybase wallet and command line with an issuing account paying a trusted account, then compare it with the Stellar transaction builder flow that succeeds. Check whether direct asset path payments such as AnchorUSD→AnchorUSD still work. Done means the wallet and command line accept the issuing-account payment without the path payments error.
