Suggestion: Localize keybase

I don't see any localization project yet. It would make sense to do so.

There is also no text on the website explaining what the name "keybase" refers to. In English it might not be relevant to explain the name of the project, but in other languages it would increase understanding of what Keybase is if the first sentence was "Keybase is English for keybase: a place to store keys." Localize that and suddenly it is much more understandable to those who can't read English.

No file, test, or entry point is named. Start by locating the website text containing the project description and checking whether a localization project or workflow exists; done would require an agreed localization approach and translated wording that explains the name of Keybase in other languages.
