Pin this `keybase/keybase-issues` repo on your org page

Hi there! First off, thanks for all the work you put into this project -- you are heroes :)

Anyhow, I noticed that the`keybase/client` is the main thing people see when they visit, since it's so frequently updated. But presumably this repo is the one you want people seeing.

(I'd CTRL-F'd for "issues" on the front page of https://github.com/keybase when initially looking for the best place to post an issue, and since the README in this repo (rightfully) hasn't been changed in so long, it was many pages back.)

I'd recommend pinning this repo first, if it's the one you want people to gravitate to. Thanks for considering!
