Can't follow or unfollow ... was I throttled?

For the last ~12 hours, I've been unable to follow. I'm assuming I've been throttled. I followed about 50 people in 1 hour before this happened. Throttling features make sense given the nature of keybase's product (web of trust, not getting sybil-ed). Are there guidelines regarding this? Even though I followed with high frequency, I still didn't rack up anything near bot-sized numbers, and was acting within the spirit of web of trust, at least my interpretation of it. Regardless, I appreciate this feature.

Or could this be a bug unrelated to my following activity?

For the projects I'm thinking to use keybase for, my team members would easily surpass the numbers that I've followed, so guidance would help here.

Start by reproducing the inability to follow after following about 50 people in one hour, then review the project's existing guidance on follow throttling. Determine whether the behavior is an intended limit or a bug, and document the applicable limit or confirmed cause for the reported scenario.
