Description
Win 10 Home Insider Preview experiences 100% disk utilization with oddly cyclical access behavior seen when TaskManager Performance screen is chosen and Disk is selected. Active time stays at 100% yet data doesn't transfer according to graph, and first 15-20 processes shown all are at 0.1MB/s. System is essentially unresponsive. Setting TaskManager = Startup = Keybase entry to Disabled restores operation upon restart. :(

Research direction
Start by reproducing the 100% disk-usage behavior on Windows 10 Insider Preview 18895 with Keybase enabled at startup, then compare it with the system after disabling the Keybase startup entry. No source file or test is named; done means identifying the Keybase-related cause and confirming that the system remains responsive with the client enabled.
