Android/Win10 - Can't clear notifications/read older conversation

I received 2 messages in chat. Tried signing in, and basically had to reset my account. Now that I logged into my devices again, they all show a notification badge (2). When I clear notification badge on Android, it comes back. When I click "View older messages" on Win 10, it just spins with a "securing..." busy wheel and nothing happens. How can I fix this?
