Cannot disable Keybase Update notifications

Multiple times a day, I get this notification:


I do not see any way of disabling these update notifications in the UI. If I choose Snooze, I see the notification again the same day or next.

(this, along with https://github.com/keybase/keybase-issues/issues/2380#issuecomment-274571700 result in a very frustrating experience on Windows)

Start by reproducing the repeated update notification on Windows and inspect the Keybase client's notification settings and snooze behavior. The issue provides no file or test entry point. Done should mean users can disable these update notifications, and snoozing does not cause them to return the same day or next.
