"This conversation needs to be rekeyed"

I opened a chat on the windows client and sent someone some messages. I never got a reply. Upon further messing around with Keybase and testing how it works and things I reset things and started fresh. Now, I have the chat permanently there and I am unable to see messages, send messages and I cannot remove the chat either. It just says it needs to be rekeyed and when I press the button, nothing happens.

I have tried uninstalling and manually removing any and all trace from app data folders and the registry and then reinstalled. It still appears and I have no ability to rectify it or remove it and try again.

No file or test is named. Start by reproducing the reset-and-reinstall scenario in the Windows client and follow the chat's “needs to be rekeyed” action; done means the chat can be rekeyed successfully or removed, and messages can again be viewed and sent.
