Windows Client Changelog on update window always shows the same changes (changelog not updating)

The changelog does not change in windows. When the pop-up window shows that an update is available, it shows a window with a changelog. This is the text that appears as the changelog on **every windows update** (at least in the last 3 updates that I took notice, including the latest):

Reproduce the update notification and changelog window on a Windows client, then identify where the displayed changelog is sourced and refreshed. Done means successive updates show their current release changes rather than the same text each time.
