Keybase window is stuck to background app

I had a Firefox instance open in full screen mode and fired up Keybase. Every time I now clicked on the Keybase app icon on my doc the Firefox window would be put into focus and Keybase would be overlaid on top of it. The only way to avoid this is to make Keybase full screen too. I'd really need Keybase to operate individually when not in full screen mode.

I'm on the latest OSX.

Reproduce the behavior on macOS with Firefox in full-screen mode and Keybase launched separately. Investigate the Keybase window and application focus behavior, then verify that clicking the Keybase icon brings Keybase forward without forcing Firefox into focus or requiring Keybase to be full screen.
