Keybase client taskpanel is hidden behind sideways sidebar on windows

The taskpanel UI displays fine when the start menu is at the bottom on windows:


But it doesn't display as expected when the sidebar is stacked to the left:


or to the top:


or to the right (but close enough ;) )!


Start by reproducing the taskpanel on Windows with the taskbar positioned at the bottom, left, top, and right, using the screenshots as the expected comparison. Done means the taskpanel remains visible and is not hidden behind the sideways sidebar in each position; the issue names no source file or test to begin from.
