Hi,
I filed bug #28751790 to Apple in their system: https://bugreport.apple.com/problem/viewproblem
I found that Keybase app on macOS Sierra prevents me from typing Vietnamese from default Mac Input Sources. Similar problems were reportedly caused by WebRoot security app: https://discussions.apple.com/thread/7687793?start=0&tstart=0
I was happily using Keybase with Mac OS X El Capitan. So I believe both Keybase & Apple have to work on this to solve the issue.
