Description
Hi there. Thanks for making something fun to use!
I'm trying the following (while logged in):
```
~$ keybase passphrase recover
Password recovery will put your account on probation for 5 days.
You won't be able to perform certain actions, like revoking devices.
Continue with password recovery? (type 'YES' to confirm): YES
```
At this point, the app launches and asks me to enter + confirm a new passphrase. Great.
However, the app now asks me to:
> Please enter your Keybase passphrase to unlock the secret key for: PGP key ... Reason: passphrase change.
I have my paper key...but entering that doesn't work. It seems to be asking me to enter my passphrase in order to recover my passphrase. Is this correct behavior?

Research direction
Start by reproducing `keybase passphrase recover` while logged in and follow the app prompt that requests the existing passphrase for a passphrase change. Determine whether the paper key is expected to work at that step; done means the recovery flow is clarified or the incorrect prompt behavior is fixed and verified.
