encrypting for a loose public key

As I'm starting to use Keybase for more and more of my crypto needs, I would like to be able to communicate to people who don't have Keybase accounts. Can we get some command line, or web options for me to paste in someone else's public key, and encrypt with that as a target?

edit: at the moment, I'm needing to export my private key, and compile / install gpg in order to talk to someone, and it'd be great to stay inside the keybase ecosystem.

The issue names no files, tests, or entry points; first identify the current encryption flow and the relevant CLI or web entry point. Done means a user can paste another person's public key and encrypt a message through a supported Keybase option without a Keybase account.
