Can't create documents in private folder from outside CMD

Description
For example, saving a .DOCX file from Word directly to my
"K:\private%other_user%,%my_user%"
of creating a new empty file to save from Far Manager (shift+F4), doesn't work
I'm on Windows 10 enterprise.
I can create them to another location and then copy.
However, what I can do from Far Manager is create a copies, rename or delete files. But not modify/edit them.
notepad "K:\private%other_user%,%my_user%\1.txt" will create a file when saved. So this works but not the above...
