Description
I visited the public dir of a user I don't track, to see what it would show me. Now the app gives me a popup about that user with a "track" button at the bottom, a couple of times per day. I can "x" out the screen, but there's no "leave me alone" button anywhere to get it to stop prompting me.

Research direction
The report concerns the Keybase client on Windows 10 and names no files or tests. First reproduce the repeated popup after visiting an untracked user's public directory, then trace the client entry point responsible for that prompt. Done means the prompt no longer recurs without a way for the user to stop it.
