Research direction

No source file or test is named. Start with the Windows 8.1 installer and the logged signature-fetch step, then compare a run that hangs after downloading keybase-0.7.7.tgz with a successful rerun; done means the intermittent stall is reproduced, explained, and covered by a verified fix.
