Description
I used keybase-installer to upgrade to version 0.7.7, but when I tried to run `keybase track ` it still failed because bash hadn't updated the path to the new version. Maybe prompt the user to open a new terminal window?

Research direction
Start by reproducing the upgrade with keybase-installer and then run `keybase track ` from the existing bash session. The issue is done when an update clearly prompts the user to open a new terminal session, or otherwise makes the updated command available without the reported failure.
