cli not syncing to remote server

I searched all around and this may be a mistake on my part but the people I added on my local machine via keybase cli do not show up at the website or list-tracking command output.
I get the usual

```

But nothing else.
I logged in via the cli. I did not import any keys myself.
Perhaps if remote server is not reachable, the cli should throw a warning?
