encrypt to a non-keybase user?

Is it possible to do something like "keybase encrypt messge.txt not-a-keybase-user"

I have this person in my gnupg keyring and I can decrypt from them by simply doing 'keybase decrypt msg.txt'

Or how should this work, I did not see anything in the docs for it yet.
