keybase-installer on Windows doesn't run as described

I'm using Windows 7. In successfully installed the prerequisites and then used npm to install keybase-installer. The instructions on this page: https://keybase.io/docs/command_line/installation then say to just run keybase-installer.

However that's not found on the windows path. I tried creating a new command window (both admin and non-admin) to pick up any modifications to the path, but still no joy. In the end I found that I had to go to
C:\ProgramData\chocolatey\lib\nodejs.commandline.0.10.33\tools
and then type keybase-installer to get it to install.

I already had chocolatey installed, v0.9.8.25. My path already contained C:\ProgramData\chocolatey\bin.

Start by reproducing the installation described in the issue on Windows 7: install keybase-installer with npm, open a new command window, and try the documented keybase-installer command. Compare that with the working command from C:\ProgramData\chocolatey\lib\nodejs.commandline.0.10.33\tools. Done means the documented command runs from the expected Windows path after installation.
