Using 'keybase track <user> seems to only update local DB

Looks good... but the web page does not show that I am now tracking 'derek'

Start by reproducing `keybase track derek` and compare the local tracking result with the web page. Trace how tracking information is exposed from the client to the website; done means the web page shows that the user is being tracked after the command succeeds.
