Adding previously used device names

I wanted to add a laptop with a fresh OS install to my account using my phone. The previous name for the laptop that I had just revoked shows the flash/message "I cannot reuse device names...".
Other device names I have used do not show the message, and allow me to try to add the device with QR or text. It does not move past that view on my laptop, but my phone exits.
