Message box pop up under Windows buggy

Description
Right now when a message is received, the pop up box temporarily shows the message, then disappears.
The bug is that on occasion, this box does not appear at all. We would also like to be able to select an option to make the box persist until it is manually closed. In Settings-->Notifications make a checkbox with a selection called "Pop Up Persist".
