Description
Keybase GUI Version: 1.0.34-20171026173125+8e98953
Right now the widget turns orange when a message is pending. We would like to see an option to select a more aggressive notification methodology.
Under Settings-->Notifications, enable a checkbox that will make the taskbar notifications icon widget flash when a message is pending viewing.

Research direction
Start by locating the Settings→Notifications UI and the taskbar notifications icon widget in the Keybase GUI. Trace how pending messages currently turn the widget orange, then determine where the new checkbox and Windows flashing behavior belong. Done means the setting is available and enabled notifications flash the icon when a message is pending viewing.
