Description
OS: Windows 7 Enterprise Service Pack 1
When I start Keybase from the start menu, an icon appears in the icon tray near the clock. But when I click on this icon, nothing happens. I can't open the UI. I need to wait a new message in order to click on the desktop notification to access the UI.

Research direction
Start by reproducing the tray-icon behavior on Windows 7 Enterprise SP1 using the issue's log ID, then trace the desktop UI and tray entry points in the Keybase client. Done means clicking the tray icon opens the UI reliably without requiring a desktop notification.
