Description
This is similar to how it works in wechat.
Random users may make a suggestion for a new user to the admins and the admin has to approve before the original user can send out the invite.
The usability gained from this is quite significant;
- the invite comes from an actual 'friend' instead of from an admin.
- teams don't have to create a long list of admins in order to allow diversity in inviting people.
- no need to open private chats and copy/paste usernames to the admin.
At the crypto level, this may just be a multi-sig message that is offered to the admin to co-sign before the writer can post it.

Research direction
No files, tests, or entry points are named. Start by clarifying the proposed writer-to-admin suggestion and approval flow, including whether the crypto-level multi-signature idea is required. Done should include an agreed design for admin approval before an invite is sent.
