Description
Currently, the Keybase application allows you to set notification settings on a conversation-by-conversation (or channel-by-channel) basis.
I would like to be able to set the default notification settings for channels which don't have custom notification settings. My specific motivation for this is disabling mobile push notifications for everything except DMs, @ mentions and high-value channels that I care about.
Ideally this should be available with the other notification settings under Settings > Notifications

Research direction
The issue points to Settings > Notifications and requests defaults for channels without custom settings. Start by tracing that settings entry point and the existing per-conversation or channel notification controls; done means users can configure default mobile push behavior while preserving custom overrides for DMs, mentions, and selected channels.
