Description
When I open the popup window by clicking on Keybase's system tray icon, click on the menu in the top right corner and select Keybase Shell, it tries to execute the Keybase Shell.lnk located in user's Start Menu/Programs/Keybase directory.
I usually set my custom start menu location during an installation. Keybase didn't allow me to specify it, so I simply moved it manually after the installation, so instead of Start Menu/Programs/Keybase I have Start Menu/Programs/Security/Keybase. But it broke the possibility of executing Keybase Shell from the popup window as described above.
Keybase version is 1.0.31 (BTW I didn't find the version number anywhere in the GUI application, it would be nice to have it there also).

Research direction
Start by tracing the Windows popup menu action for Keybase Shell and how it resolves the Keybase Shell.lnk path under the user's Start Menu/Programs directory. Reproduce the failure after moving the Keybase folder to Start Menu/Programs/Security/Keybase, then verify that the action still launches Keybase Shell from the relocated menu.
