the instructions to import a PGP file (a file that I generated) my Windows client are as follows:

this is the result from the shell:
C:\Users\moi\AppData\Local\Keybase> cat ..\_PGP_public_key_ | keybase pgp import
'cat' is not recognized as an internal or external command,
operable program or batch file.
