Description
I noticed that on the desktop client and the mobile app, that there are basic notification settings for the account, but not the device. Such as whether to play a sound, or not.
I see push notifications on my phone, but no vibration or sound.
I see the icon change on my windows task bar, and a brief toaster popup, but no sound to catch my attention.

Research direction
No files or tests are identified in the issue. Start by locating the desktop and mobile notification settings entry points, then define device-level sound and vibration options for push notifications, taskbar notifications, and toaster popups. Done means the options are available on both client types and each setting changes the corresponding notification behavior.
