Keybase client will not load if start-up is set to manual (Windows 7).
In Windows 7, if automatic start-up is disabled (i.e. the start-up parameters it installs WITHOUT asking the user for permission), the program sticks with a permanent 'loading' message and never finishes.
BTW, it is unacceptable to just automatically start a program at the O/S start-up without giving the user the option whether he/she wants to load it at start-up or not (i.e.: manually).
Remember, not everyone wants programs like Keybase to be 'on' all the time (as important as you may think it to be)!
