post sleep/hibernation keybase doesnt always reconnect and switch to online

Description
This situation happens very often. When my win10 wakes up ( wifi is established few seconds later and fully operational), keybase is not online.
I'm not sure if this situation happened with this log id, as here I was asked (upon coming from hibernation) by keybase itself to report the problem.
