Research direction
Start with the command-line first-login flow on Mac OS X 10.12.3 and inspect the reported log ID a502ef4091ea4a45c20d181c. Reproduce the two-passphrase login and investigate the gregor service warning and EOF; done means a freshly installed app can complete login successfully.
