Description
This is about educating people what they are doing. Not everyone takes the time to read the keymodel documentation, that's why I am suggesting when you add a new device in the screen where it asks you to provide your paperkey or connect to a device, it should actually say something like: "Hey, thank you for logging in, in order to verify your identity you need to confirm your identity with one of your previous devices, this could be a paperkey, a mobile or a desktop from the following list:".

Research direction
Start at the new-device screen where users provide a paperkey or connect to a previous device, and review the existing explanatory text around identity verification. Update the wording to explain why a previous device or paperkey is required and which device types can be used; done means the screen clearly communicates this before confirmation.
