Research direction

Start by reproducing the login provisioning flow on Mac OS 10.11.6 with Keybase GUI 1.0.17 and inspect how the client checks GPG availability. Done means the provisioning flow no longer reports “GPG is unavailable on this device” when GPG is available, with the original error case still handled clearly.
