[Feature Request] be able to disable KBFS when not connected to the internet

Description
I work in environments on a regular basis that has no networking (no WiFI) or no internet (has WiFi but no internet connection). It would be nice to be able to tell KBFS to be "offline" so it will stop asking for our passcode/phrase every few minutes interrupting whatever we are doing. I would say I spend 50+% of my time with no internet access. for instance when I am in an Airplane, on a train, in a Data Center, etc.
