Description

I installed the latest version and it keeps trying to force a reboot which I don't want to happen yet.

When I tried uninstalling the keybase client it allowed me to uninstall the old version but it won't allow an uninstall of the latest install because a "system restart is required"

I should be able to uninstall the client at any point in time.

Research direction

Reproduce the reported sequence by installing the latest Keybase client, postponing the required restart, and then attempting to uninstall it. Done means the client can be uninstalled without restarting first; the issue does not name a file, test, platform, or entry point to begin with.
