Description
Keybase GUI Version: 1.0.16-20160713110836+a1c00b3
If you use the browser and click 'Follow' on a user and take the option 'keybase' the help shows 'keybase follow user' but if you try that on the command-line keybase has no option 'follow' it seems to need 'track' either the help is wrong or the command-line version needs a tweak?

Research direction
Start by comparing the GUI-generated help for the Follow action with the command-line command names, especially follow and track. Confirm which command is supported and update the incorrect help text or command behavior so the documented command works consistently.
