Description

When I was adding my PGP key to keybase on Windows 10, I initially thought it wasn't working because it was not doing anything after I selected the key I wanted to use in the console. Only on the second try did I discover that the PGP passphrase prompt had popped up behind all the other windows I had open. There was no indication in the taskbar that a window needed my attention.

P.S. I originally filed this as https://github.com/keybase/keybase-issues/issues/2463 before I knew there was a tracker for client issues specifically.

Research direction

Start by reproducing the Windows 10 key-selection flow described in the issue, then trace where the PGP passphrase prompt is opened after selecting a key in the console. Done means the prompt appears in front of other windows and provides a taskbar indication that it needs attention.
