Cannot login to GUI, but can access files under /keybase/(public, private)

Description
I'm on mac os x (El Capitan!). I appear to be able to use "keybase" commands and can access files under /keybase/(public, private), however, I can't seem to "login" to keybase. When I click on the tray icon I see "You're logged out of Keybase!" and a button to "Log In". When I press that button, I'm prompted for my userid/email address, and then a passphrase. When I do that, the dialog displays "There was an error provisioning. Unknown error. Error: Device already provisioned for current user". I'm unable to use any of the tray functionality.
