Win10 Can't close promt to enter paper key

Everytime I start the gui on Windows I get a window reading This computer and possibly others are unable to read some of your folders. To avoid losing data forever, please turn on one of the devices below: followed by a list of my devices and a button to Enter a paper key instead.
If I enter my correct paper key, the window says Success You have unlocked your folders on this computer with a button called Access my folders now. After hitting it, nothing happens except that the original window reopens.
If I enter a wrong paper key, there is a correct invalid login message shown.
Closing one of the windows reopens it immediately.
