Research direction

Start by reproducing the Windows 10 taskbar-helper flow described in the issue, using the supplied log ID when examining the failure. Check both sharing a private folder with a Twitter-only user and creating a folder whose name contains a comma; done means both operations work or each failure has a clearly identified cause.
