Description

**Describe the bug**
I'm trying to log in on a new device with my paper key. My login is being rejected with

```text
server rejected session; is your device revoked?
Error code 202: BAD_SESSION in method keybase.1.login.login
```

I have tried authorizing myself with my phone, but that seems to have been logged out.

I am also unable to log into the website; it does scrypt, but then just leaves me with the same page without logging me in.

My username is `dave`.

`keybase log send` ID: `fea9043a64d4d6c12d75dc1c`

**To Reproduce**
Steps to reproduce the behavior:
1. Run Keybase client
2. Attempt to log in as `dave`
3. Enter paper key or choose a device
4. Fail a lot

**Expected behavior**
I expect to be logged in.

**Screenshots**
I have detailed everything in text above.

**Additional numbers**
The number 345567 (eh?)

Research direction

Start with the macOS client login flow at keybase.1.login.login and inspect the supplied keybase log send record, fea9043a64d4d6c12d75dc1c. Reproduce the BAD_SESSION failure with a paper key or another device and verify that login succeeds without logging out other devices.
