Endless startup loop after Laptop reboot

Description
I use 3 devices.
Laptop, PC and mobile.
Mobile and PC works fine.
Unfortunately on the Laptop after a reboot it is stuck in an endless loop of booting up:
I checked using ProcessMonitor and it performs actions in a loop but without any significant error seen.
Same in logs it makes some amazon S3 requests.
When I remove Keybase (unistall) and also the AppData local/roaming and then install it works.
Its really annoying as I must re-initialize the device as new...
