Keybase add itself as a background item that can run in the background every time it start

Every time I start the app, I get a macOS popup that says "Background Items Added" and "Software from "Keybase, Inc." added items that can run in the background. You can manage this in Login Items Settings.". When I check the
Login Items in System Settings, it's there, and allowed. I do not remove it from there after, so not sure why at every start it has to do that. I assume the check you do to see if it's in the login items doesn't work.

Start by reproducing the repeated “Background Items Added” popup on macOS Ventura 13.2.1 with Keybase 6.0.4, then trace the login-item registration and the check that determines whether it is already present. Done means an allowed Keybase background item does not trigger the popup again on every app start; no file or test is named in the issue.
