Unable to uninstall KeyBase on Windows 10

Description
A long time ago I uninstalled KeyBase. But recently I noticed that KeyBase is still in my system tray.
I checked, and the program is still in this folder:
C:\Users\user\AppData\Local\Keybase>
I killed the executable with the command.
taskkill.exe /IM "keybase*" /F
And installed KeyBase again, and then uninstalled it. Nothing changed.
Can I safely remove the folder C:\Users\user\AppData\Local\Keybase>?
